LA ACTUAL NECESIDAD DE SISTEMAS Y/O PLATAFORMAS ELECTRONICAS CON SOPORTE DE FIRMAS DIGITALES EN LA GESTION PÚBLICA

Abstract

This study made it possible to determine the consequences of the publication of electoral surveys stipulated in the Organic Law of Elections against the intention to vote in the Puno region, 2021. This study corresponds to the analytical-synthetic method, the type of research according to its nature is non-experimental and applicative according to its purpose, its explanatory design, cross-sectional according to its scope and retrospective according to its sequence. The statistical data that support the present investigation were obtained by processing the results of the intrapersonal questionnaire of a sample of 220 study units established by non-probabilistic sampling intentionally. Regarding their results, the consequences of the publication of the electoral polls compared to the intention to vote, 46.8% support is for the winner of the elections, 36.4% support is for the one who rises in the polls, finally 16.8% support is to the loser, its publication on the Web by 49.1% (social networks, web pages, emails and others), 30.9% by television media, 20.0% by radio media, finally 10.0% by written media. It was found that the majority of electoral survey publications are not subject to the technical sheet as stipulated in the Organic Law of Elections (LOE), these results produce direct and significant consequences regarding the intention to vote of citizens, maintaining the risk of manipulation for the benefit of some candidates in the Puno region, 2021
